Under the wage-weighted H-1B lottery (DHS's final rule, first used in the FY2027 cap in March 2026), a Level IV wage gets 4 selection entries, Level III gets 3, II gets 2, and I gets 1. By their DOL wage levels in FY2023β2025, the sponsors whose H-1B candidates get the best odds include Publix Super Markets, Manhattan Associates, Two Sigma, Broadcom, and Netflix: each averages about 4.0 lottery entries per registration, versus 2.34 across all H-1B filings in that window.
