What share of H-1B filings are at the lowest wage levels?

62.8% of all H-1B filings are at the two most junior levels. Every filing names one of four experience levels, from I (entry) to IV (most senior), and 1,503,415 filings between FY2023 and FY2025 sit at I or II. The level says how much experience the employer states the job needs, not what it pays.
